Installation of solar photovoltaic (PV) panels on industrial buildings supports Singapore’s sustainability goals and advances the country’s national vision for sustainable development.  The information below is applicable only for JTC lessees on land and land-based facilities.  For JTC tenants on land-based facilities, please contact your JTC customer engagement officer.

Solar deployment models

There are three solar deployment models that you, as the JTC lessee, may consider and choose from:

  • Rooftop licensing
    A solar vendor will install PV panels on the premises and pay rental to you. The solar-generated energy is then exported to the national grid by the solar vendor.

    There is no capital cost to you, and this is available through our SolarRoof programme.

     

  • Solar leasing
    A solar vendor will install PV panels on the premises. The solar-generated energy is thereafter sold to you at a discounted rate, to offset your building power consumption.

    There is no capital cost to you, and this is available through our
    SolarRoof programme.

     

  • Direct ownership
    Under this category, you will purchase the PV panels from a solar vendor and make arrangements for the installation of the PV panels with the solar vendor. The solar energy generated is for your own consumption on the premises. Should there be any excess energy, you may also sell it to the grid.

With effect from 1 December 2022, JTC lessees are not required to apply for consent for their voluntary Solar Deployment.  Nonetheless, do note that you, as the JTC lessee, are still required to obtain JTC’s consent for any additions and alterations to the JTC land and land-based facilities. Please click here for more information. You must take note of the following regarding any voluntary Solar Deployment carried out by you on the JTC land and land-based facility.

1. In the case where you adopt the Direct Ownership model, the solar energy generated from the lessee's voluntary solar deployment must be used for your own consumption on the premises. Should there be any excess energy, you may also sell it to the grid. 

2. The area for the voluntary solar deployment can be occupied by your solar vendor for the deployment of PV panels and supporting equipment only. 

3. The area occupied by the PV panels and equipment must be vacated, i.e. all PV panels (including supporting equipment) installed must be removed by (i) 6 months before lease expiry date (this is to facilitate works for the removal of the PV panels and reinstatement of the premises); or (ii) 6 months of our written notice requiring termination of your arrangement with the solar vendor, whichever earlier. JTC will sell, manage or dispose any PV panels remaining on site after the aforesaid dates as JTC deems fit and you must indemnify JTC fully against all claims made by any third party in respect thereof.

Solar deployment is mandatory:

  • for new and renewed land and land-based facilities,
  • (With effect from 1 April 2022) on the assignment/transfer or redevelopment of the land and land-based facility; and
  • if the site has at least:
    • 800 sqm of available contiguous rooftop area; and
    • 15 years of remaining lease term or more 

If the land or land-based facility does not meet the above conditions, you may still choose to install solar panels at your own discretion.  Please refer to Applying for Voluntary Solar Deployment.

Under Mandatory Solar Deployment, the following must be submitted to JTC for approval:

  • During plan endorsement:
    Submit proposed plans indicating the total installation area for PV panels.
  • By the deadline, as stipulated in your contract:
    Submit as-built plans indicating the total installation area for PV panels, which should be equal or more than the declared area during plan endorsement.
