Self-Storage Use on JTC Industrial Land

JTC’s industrial land is primarily used to support manufacturing activities. To prioritise and ensure sufficient industrial land for future manufacturing use, self-storage use may only be considered on selected JTC Business 1 zoned sites, subject to compliance with the relevant agencies' (e.g. NEA, LTA) requirements. JTC Business 2 zoned sites, which are intended for general industrial uses that typically comprise heavy manufacturing activities, will not be eligible for self-storage use. Self-storage use is also not allowed on all Business Park zoned sites.

Alternatively, SSPs may consider operating on both Commercial and private industrial sites. A change of use application is required for URA’s evaluation unless the premises is approved for warehouse use.

Please refer to the Map for locations of Business 1 sites reserved for clean and light manufacturing use where self-storage use is disallowed. 

Applying for Self-Storage Use on JTC Industrial Sites (Effective From 1 April 2025)

All new sublet, assignment and lease renewal applications for self-storage activities on JTC Business 1 zoned sites that are outside of the reserved locations shown on the Map will be subject to assessment based on planning considerations and approval from the relevant authorities on allowable use and conditions. Self-storage operators will also need to adhere to URA’s 60:40 quantum control guidelines. Hence, existing lessees looking to sublet, change the existing site usage, renew or assign their lease to self-storage player(s) should pre-consult JTC early on the proposed self-storage use. Please contact your JTC cluster officer for more information.

All new assignment and lease renewal applications for self-storage use will have to meet JTC’s prevailing assessment criteria for the business proposal. Any change-of-use request to self-storage activities should be submitted via an assignment application and be subject to assessment of business proposal based on prevailing assignment assessment criteria.
